The board voted 9-2 in favor of the proposal, with Supervisors Aaron Peskin and Hillary Ronen voting against the proposal. A committee of the board voted in favor last week. Breed had previously stated that pandas would attract large crowds and be an attraction in San Francisco.

"You know, pandas have an opportunity to draw large crowds and a consistency of a support and will be an attraction here in San Francisco," Mayor London Breed said earlier Tuesday as she drummed up backing.
