Oakland Rejects Jean Quan Police Commission Nomination

Jean Quan wants back into Oakland city government, but her Police Commission nomination got tangled up with a lawyer's conflict-of-interest questions. Former Oakland Mayor Jean Quan's bid for a seat on the Police Commission was rejected by the City Council, due to questions about whether her attorney's work at a private law firm, Nicholas O'Brien-Kovari, who is also involved in active litigation against the city, made him ineligible to serve. The rejection came after Oakland's Police Commission Selection Panel forwarded the names in June to fill vacant seats. City Attorney Ryan Richardson advised the council to reject the slate as a way to reset the selection process. The commission now holds authority to fire the police chief without cause, issue subpoenas in misconduct investigations, help hire future chiefs, shape use-of-force policy and investigate allegations against officers.
